This is the best way I found to assign switching input languages between russian and english to CapsLock button. Only for windows users. Install Autohotkey. Drop this .ahk file to startup folder. Switch your input method to left alt+shift+0 - to English. left alt+shift+9 - to Russian. Go to regional settings - change date, time, or number formats, region - administrative. Copy settings to welcome screen (put checkmarks to "Welcome screen and system accounts", "New user accounts", press "ok").
